After the Chief of Engineers sends his project recommendations to the Secretary for Congress, he may keep doing planning and engineering work before Congress approves construction. He cannot prepare final plans and specifications yet. He may only continue work if he finds the project is not controversial and needs more engineering, economic, and environmental study, and he must send a statement of those findings to the House Committee on Public Works and Transportation and the Senate Committee on Environment and Public Works. For one year after Congress authorizes construction, the Chief may do planning, engineering, and design. This permission is extra and does not limit any other planning or design authorizations.
