Title 33 › Chapter 36— WATER RESOURCES DEVELOPMENT › Subchapter V— GENERAL PROVISIONS › § 2323
The Secretary can let Corps of Engineers research labs help private companies, partnerships, consortia, foundations, universities, and nonprofits in the United States, its territories, Puerto Rico, and the Northern Mariana Islands with research and development work. That help can happen only if four things are true: the group pays all costs up front, the work fits the Corps’ mission and is in the public interest, the group certifies it cannot get the help quickly from the private sector, and the group agrees to protect the United States from any damages. The Secretary may provide the help by contract.
