The Secretary must, as much as possible, add corrosion-prevention work into water resources projects. Contractors on those projects must follow industry best practices and standards when choosing coatings, materials, and cathodic protection design. They must use certified coating applicators and cathodic protection technicians or engineers, follow safe environmental handling of hazardous materials, show they use industry-certified inspectors, and have a history of meeting Occupational Safety and Health Administration requirements. "Corrosion prevention activities" mean applying and inspecting protective coatings on complex steel and concrete work (including parts that sit in water); installing, testing, and inspecting cathodic protection systems; doing those tasks through approved industry training or registered apprenticeship programs; and other related activities the Secretary approves. In the first annual report to Congress after December 16, 2016, the Secretary must say what was done and list projects and the corrosion-prevention steps used.
