Creates a National Ocean Mapping, Exploration, and Characterization Council. The Council must set and update national priorities for ocean mapping, exploration, and characterization and help coordinate work to meet those priorities. It will be made up of senior leaders from the right Federal agencies and will be co-chaired by two senior people from NOAA and one from the Department of the Interior. The Council must report to the Ocean Science and Technology Subcommittee of the Ocean Policy Committee (under 10 U.S.C. 8932(c)). The President must also create an Interagency Working Group on Ocean Exploration and Characterization made of senior agency representatives. That working group will help the Council and the subcommittee and the Council will oversee it as well as the Interagency Working Group on Ocean and Coastal Mapping (under section 3502). Within 1 year after December 23, 2022, the Council must send Congress a plan for a joined-up national effort on ocean mapping, exploration, and characterization. The plan must explain the benefits, list priorities and Federal programs, include non‑Federal input, coordinate activities, find ways to combine overlapping needs, promote partnerships, create a lasting and open way for non‑Federal partners to join in by December 31, 2023, set data collection and management standards with public access and national security safeguards, identify tech, training, data repositories, costs and timeline, set metrics, and give recommendations to make it easier for the private sector to share ocean data. The Council must brief the listed congressional committees no later than 1 year after December 23, 2022 and at least every 2 years after that on progress and recommendations. "Appropriate committees of Congress" means the Senate Committees on Commerce, Science, and Transportation and on Armed Services, and the House Committees on Natural Resources, on Science, Space, and Technology, and on Armed Services.
