§3913 Reports on Program Implementation

Summary

Federal agencies must put online, after each fiscal year when money was provided, every application they got for help under this chapter and a list of the projects they picked. The project list must say what each project does, how much money it got, and why it was chosen. Not later than 3 years after October 23, 2018, the Comptroller General must send a report to the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure. The report must summarize the applications and projects, the types and amounts of aid, how each project is doing financially and whether the chapter’s goals are being met, the benefits and impacts (for example water quality, drinking water protection, and flood-risk reduction), and whether the program helps attract non-Federal public or private financing. The report must also evaluate the effect of the limit in section 3907(a)(5) on financing, recommend whether to keep the current authority, create a Government corporation or Government-sponsored enterprise, or end Federal involvement and rely on capital markets, and suggest changes to improve the program.
