Title 33 › Chapter 9— PROTECTION OF NAVIGABLE WATERS AND OF HARBOR AND RIVER IMPROVEMENTS GENERALLY › Subchapter III— NEW YORK HARBOR, HARBOR OF HAMPTON ROADS, AND HARBOR OF BALTIMORE › § 441
You must not dump or put things like trash, dirt, ashes, cinders, mud, sand, dredged material, sludge, acid, or any other matter into the waters of a harbor inside the areas set by the harbor supervisor. The only allowed material is liquid runoff that flows from streets or sewers. If you dump or help, allow, or order someone to dump these materials, it is a crime. A court can fine you $250 to $2,500, or send you to jail for 30 days to one year, or both. Half of any fine goes to the person whose tip led to the conviction.
