Makes masters, engineers, and others in those jobs guilty if they knowingly tow a vessel carrying banned material to a dumping or deposit spot in a harbor covered by these rules, or anywhere outside limits set by the harbor supervisor. If convicted, they face the penalties of section 441 and the judge will suspend or revoke their license for a term the judge decides.
