The Secretary of the Army must keep and update a national list of dams and low-head dams in the United States. The list must include any inspection assessments from federal, state, or Tribal agencies. It should show each low-head dam’s location, owner, description, current use, condition, height, length, public safety issues, and any other relevant facts. The Secretary must work with federal and state agencies, Tribal governments, and others and use data they provide. The list must be made public (including online) and include safety information about low-head dams and a directory of financial and technical help to fix safety problems and fish-passage barriers. This law does not give the Secretary power to do things at a low-head dam that are not clearly allowed here. A "low-head dam" is a river-wide man-made barrier that blocks a stream and creates a backup, with a drop over the wall of at least 6 inches and no more than 25 feet.
