If Congress gives someone permission after March 23, 1906 to build a bridge over the navigable waters of the United States, they must send the plans, drawings, and a location map to the Secretary who heads the department that runs the Coast Guard and get that Secretary’s approval before starting or building the bridge. Once plans for a bridge (including those under sections 491–494 and 495–498) are approved, no changes are allowed before or after construction unless the Secretary approves the changes first. This rule does not apply to bridges over waters that have no tides and are not, and cannot reasonably be, used to carry interstate or foreign commerce.
