After the Secretary approves the plans and notifies the bridge owner, the owner must take bids as the Secretary directs and send all bids, including the owner’s, to the Secretary. The owner must name a recommended bid and give a written guarantee that the total project cost, including the owner’s work, will not exceed the stated amount. The Secretary may reject all bids or let the work go forward by contract, partly by contract and partly by the owner, or entirely by the owner. Once cost shares are fixed under sections 516 and 517, the owner must start within a reasonable time. If only part of the project is funded, bids may be taken for that part, and the owner may need to give a new guarantee after each phase.
