Calls "'flood control'" to include channel work, big drainage projects, and fixes to prevent groundwater damage. River and waterway flood studies and projects must be done by the Department of the Army under the Secretary of the Army and the Chief of Engineers; watershed studies and measures for runoff, slowing water flow, and preventing soil erosion must be done by the Department of Agriculture under the Secretary of Agriculture, unless Congress provides otherwise.
