Title 33 › Chapter 15— FLOOD CONTROL › § 702b
No local money is required for the flood control project adopted for the alluvial valley of the Mississippi River. Congress says local payments are usually fair, because locals benefit most. But because local interests already spent approximately $292,000,000 before May 15, 1928 to protect the valley, and because the project affects national prosperity, interstate commerce, and U.S. mail service, and because the work is unusually large and involves drainage outside the most affected States, no local contribution is required.
