States and local governments must create a trust fund to hold money they get under this program. They must spend each grant and any interest before the grant period ends. If money is left, they must repay the unspent amount to the Attorney General within 3 months. If they do not, the Attorney General will cut future payments. Repayments go to the Treasury into a special fund and are handled under section 10108.
