No grant can be given unless an applicant sends an application to the Director that shows the program is eligible under section 10171, explains the services, performance goals, and how the program will be run, describes how results will be measured, and agrees to follow the Bureau’s evaluation rules. The applicant must also certify that the program meets these requirements, that the application information is correct, and that it will follow this part and other federal laws. The certification must be in a form the Director accepts.
