Requires the Bureau of Justice Assistance to make a short “Program Brief” and a more detailed “Implementation Guide” for proven programs and projects paid for under this part of the law. The Bureau’s powers and duties under this part cannot be moved to another part of the Justice Department unless Congress approves a law to do that. If a grant recipient uses money from this part to buy an armor vest or body armor, they must follow any grant rules for subchapter XXIV, have a written policy that uniformed patrol officers wear the vest or armor, and buy vests or armor that meet performance standards set by the Director of the Bureau of Justice Assistance. Armor vest and body armor mean what they do in section 10533 of this title. Defines “trauma kit” as a first-aid response kit that includes gear to control life‑threatening bleeding. A grantee may only buy a trauma kit with these funds if it meets the performance standards the Director sets, but a grantee may buy kit parts separately and assemble compliant kits. By no later than 180 days after December 18, 2025, the Director must work with medical and law enforcement groups to publish required performance standards (including specific components) and optional best practices for training, vehicle and facility placement, and maintenance. Required components include a Committee on Tactical Combat Casualty Care–recommended tourniquet, a bleeding control bandage, nonlatex gloves and a marker, blunt scissors, approved instructional materials, a carrying container, and any extra supplies approved by local or Tribal first responders that can treat traumatic injuries and fit in the kit.
