The Assistant Attorney General and the directors of the Bureau of Justice Assistance, the National Institute of Justice, and the Bureau of Justice Statistics can hire and pay the staff they need to do their jobs under this law. They may use or pay for services, equipment, people, and facilities from other Federal, State, or local agencies when it makes sense. They can also pay other Federal departments to perform work for them. They may hire experts and consultants and pay them up to the daily equivalent of the GS–18 General Schedule rate. They may set up advisory committees (subject to chapter 10 of title 5) and pay outside members up to the GS–18 daily rate and cover travel and per diem as allowed by section 5703 of title 5. Payments can be made in installments, in advance, or by reimbursement, including travel and subsistence for conferences. They may accept unpaid volunteers; those volunteers are not Federal employees except for job-injury coverage under chapter 81 of title 5 and for tort claims under title 28.
