§10226 Personnel and Administrative Authority

Summary

The Assistant Attorney General and the directors of the Bureau of Justice Assistance, the National Institute of Justice, and the Bureau of Justice Statistics can hire the officers and employees they need and set their pay to do the work required by this law. They can use and, when appropriate, pay for services, equipment, staff, and facilities from federal, state, or local agencies. They can also make agreements with other federal agencies to do work and reimburse them. They may hire experts and consultants under section 3109 of title 5 and pay them up to the daily equivalent of the GS–18 rate under section 5332 of title 5. Payments under this chapter may be made in installments, as advances, or by reimbursement, and may cover travel and subsistence for people attending conferences despite section 1345 of title 31. They can form advisory committees as needed and those committees follow chapter 10 of title 5. Committee members who are not federal employees may be paid up to the GS–18 daily rate and may get travel and per diem under section 5703 of title 5. The agencies may accept unpaid volunteers even though section 1342 of title 31 would normally limit that; such volunteers are not federal employees except for job-injury coverage (chapter 81 of title 5) and tort-claim rules (title 28).
