Grants may pay up to 75% of the total project cost; recipients must pay the rest in cash. If an Indian tribe that performs law enforcement (as decided by the Secretary of the Interior) gets the funds, the grant may cover 100%. No more than 10% of a grant can be used for administration. Recipients and any contractors who provide equipment or training must keep records the Director requires, and the Director and the Comptroller General may inspect them. Grant money can be used to hire private groups for equipment or training to televise testimony if that was in the application.
