Half the money available each fiscal year must be split equally among the States that qualify as rural. The other half goes to the other States for use in their nonmetropolitan areas. Each nonrural State first gets $250,000. Any money left from that half is then divided among those States based on each State’s share of the total population. A "rural State" is one with 52 or fewer people per square mile, or one whose largest county has fewer than 150,000 people, using the 1990 decennial census for determinations through fiscal year 1997.
