Keeps in force the orders, rules, and instructions that the Law Enforcement Assistance Administration had on December 27, 1979, and those in effect on October 12, 1984, until they are changed or canceled by the President, the Attorney General, or the agency leaders who took over LEAA’s duties (the Office of Justice Assistance, Research, and Statistics; the Bureau of Justice Statistics; the National Institute of Justice; the Office of Juvenile Justice and Delinquency Prevention; the Bureau of Justice Assistance; or the Administrator of the Law Enforcement Assistance Administration), or until the law itself changes them. Allows the Director of the National Institute of Justice, the Director of the Bureau of Justice Statistics, and the Administrator of the Law Enforcement Assistance Administration to use funds that were already appropriated (including funds for the fiscal year starting October 1, 1979, and funds from before 1980) to make new grants, contracts, or continue projects under the old rules, especially for applications filed before December 27, 1979, or for activities that fit the chapter. Laws changed by the Justice System Improvement Act of 1979 do not affect lawsuits started before December 27, 1979. Money may be used for audits, reviews, and final reports of continuing projects. Employees working at LEAA on December 27, 1979 are moved to the new agencies based on their jobs, and the Attorney General can appoint acting leaders for up to 90 days. Unspent funds under subchapters II, III, and V may pay up to 100% of a program’s cost. Rules needed to run the Juvenile Justice and Delinquency Prevention Act of 1974 stay in place, and the State criminal justice council remains the State planning agency for that Act. Construction projects already funded and expecting more Federal money may keep receiving funding under this chapter for two years.
