The local leader (the chief executive) must send an application for these funds to the office the State names under section 10362(b). If the State does not give written, specific reasons for denying the application within 45 days of first getting it, the application is treated as approved, in whole or in part. Before denying an application, the State must give the applicant reasonable notice and a chance to ask for reconsideration. When the federal Bureau approves the State and provides the money, the State must give the funds to an approved local applicant within 45 days, unless the Director waives that deadline because State law makes it impossible.
