The Attorney General can give grants to states and local governments to set up and run residential drug treatment inside state and local prisons and jails when inmates stay long enough for treatment, to support drug-free facilities, and to create special residential programs for inmates with both mental health and substance problems. The Attorney General must work with the Secretary of Health and Human Services so projects include things like relapse prevention and aftercare. States that show their in‑prison drug programs meet federal rules may use the money for treatment and sanctions during incarceration and after release.
