The Attorney General must make a grant for a State project if the application follows the program rules and the Attorney General has put in writing that the project was reviewed. Applications count as approved within 90 days unless the Attorney General gives specific reasons for denial. Grant money cannot buy land or pay for construction. The applicant must get notice and a chance to ask for reconsideration. The Attorney General must give priority to applications that partner with a community-based drug treatment program in the State.
