Defines key words used in this part. It gives short meanings for words people will see later. "First responder" means firefighters, police, paramedics, EMTs, and others who answer fires, medical calls, hazardous-material incidents, or similar emergencies on the job, including employees of recognized volunteer groups whether paid or unpaid. "Medication-assisted treatment" means using medicines approved by the FDA to treat opioid abuse. "Opioid" means any drug, including heroin, that can cause or keep an addiction like morphine or can be turned into such a drug. "Schedule II, III, or IV controlled substance" means a drug listed on schedule II, III, or IV of section 812(c) of title 21. "Drug" and "device" have the meanings in section 321 of title 21. "Criminal justice agency" means a State, local, or tribal court, prison, jail, law enforcement agency, or other agency that runs criminal justice functions like prosecution, pretrial services, and community supervision. "Tribal organization" and "State substance abuse agency" have the meanings given in section 5304 of title 25 and section 290bb–1(r)(6) of title 42, respectively.
