Title 34 › Subtitle I — Comprehensive Acts › CHAPTER 111 — JUVENILE JUSTICE AND DELINQUENCY PREVENTION › SUBCHAPTER II — PROGRAMS AND OFFICES › Part D — Research; Evaluation; Technical Assistance; Training › § 11161
Requires the Administrator to publish a yearly plan and to do research, evaluations, and statistics about juvenile justice. The work must cover many topics, including how to prevent and reduce juvenile crime and recidivism; links between family incarceration and youth offending; stopping first-time or status offenders from entering the system; how the juvenile justice system and juvenile violence work; mental health and substance needs before and after placement and the effects of secure detention; reducing racial disproportions in secure confinement; training and reforms that stop dangerous practices; hiring and keeping qualified staff; identifying child sex trafficking victims; good outcome measures like jobs and education; effects of trying or sentencing juveniles as adults; cost‑effective alternatives to incarceration for nonviolent youth; and other related issues. The Administrator must use a fair share of funds for prevention research and may not create a national database of personal information for certain studies on staff recruitment and training. Not later than 1 year after December 21, 2018, the Administrator must study youths who were in child welfare before juvenile placement or who remain state wards after disposal. That study must report counts, how systems coordinate care, funding sources, barriers, types of post-placement services, case plan practices, discharge planning best practices, and living arrangements after release. The Administrator may make competitive grants and contracts, run an information clearinghouse, share research with practitioners, and set up a uniform national method and public reporting for juvenile recidivism while protecting confidentiality.
