To get a grant, a State, tribal, or local prosecutor must apply together with the top official where the program will run and send the application to the Attorney General in the form and with the information the Attorney General reasonably requires. The application must ask for funds for the purposes in section 12222, describe the communities to be served and the youth crime, youth violence, and child abuse problems there, promise that federal money will add to — not replace — other nonfederal funds, and provide any statistics the Attorney General asks for. The applicant must also include a full plan that describes the youth violence or child abuse problem, gives an action plan for meeting the purposes in section 12222, lists community resources and any gaps, and explains how the grant money will fill those gaps.
