Money given to agencies, organizations, institutions, or people can be used to plan, develop, and run the program. Up to 50 percent of the cost to build a new community-based facility for fewer than 20 persons can be paid from these funds, but only if the Administrator finds the facility is needed. Other than that exception, the funds cannot be used for building construction. A residential program (not a private home) can get money only if the state requires and issues licenses that meet minimum standards that forbid neglect and physical or mental abuse. If the provider is in a different state than the court or agency that ordered the placement, the placing official must certify that the provider meets the placing state’s discipline, education, and health standards and follows the Interstate Compact on the Placement of Children.
