Grants must pay for programs that reduce youth violence and speed prosecutions. They support teams of prosecutors, schools, police, probation officers, youth and social workers, and community members. Funds can back prosecutor programs that target the offender with personalized, increasingly tougher penalties. Grants also link criminal justice with education and social services to provide prevention, mediation, counseling, treatment, education, and recreation. In rural states, funds may support child‑abuse investigations, care for young victims, and local prevention work. States, local governments, or Indian tribes may use money to create or expand victim and witness protection.
