A State that wants to join the Police Corps program must pick one lead agency. That lead agency must send in the State plan and run the program in the State. The State plan must include four promises: the lead agency will work with local law enforcement liaisons, police labor and management groups, and other agencies to make interagency agreements; the State will advertise the help available; the State will screen and choose law enforcement personnel; and the plan must meet section 12559.
