States must spend the grant money to pay the federal share of two things: scholarships for current law enforcement workers who want more schooling, and student jobs that are either full-time in the summer or part-time (no more than 20 hours a week) for up to 1 year. Those student jobs must be run by state or local police agencies, be for high school juniors or seniors or college students who want a law enforcement career, not put the students in a law enforcement role, and give them real work that helps them learn what law enforcement agencies do. The federal program director will pay the federal portion for activities the state applied for, if money is available, and that federal share can be at most 60 percent. States must get the rest of the money from nonfederal sources. A state can keep up to 8 percent of its grant for admin costs. Scholarship recipients must get the same pay, benefits, and labor rights as other officers of the same rank and tenure in their office. Grant money must add to, not replace, other recruitment and education funds.
