The Attorney General must run a grant program that gives money to States and Indian tribes to create or improve AMBER Alert communication plans and to connect tribal AMBER systems with State systems. Grants can pay for training and education materials, law enforcement programs and equipment, new alert technologies, linking plans with territories or tribes, and other related activities the Attorney General approves. The federal share normally may not be more than 50% of project costs, but the Attorney General can waive that for American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, or an Indian tribe. Grants should be spread fairly across U.S. regions and territories. The Attorney General must set application rules and accountability standards. "Indian tribe" here means a federally recognized tribe or a Native village, Regional Corporation, or Village Corporation as defined in title 43, section 1602. For fiscal year 2019, $5,000,000 was authorized for this program and an additional $5,000,000 for the technology and integration items; those amounts remain available until spent.
