"Covered formula grant" means federal grant money from two programs: the STOP Violence Against Women Formula Grant Program and the Sexual Assault Services Program. "Termination" means the complete and final loss of a parent's legal rights over a child, including custody, guardianship, visitation, access, and inheritance. A State does not have to pass a law that ends a rapist's duty to support a child in order to get a larger amount from these grants.
