If Congress provides money, the Attorney General must give each State a grant, with priority to States that on December 20, 1993 had the smallest share of identifiable child abuse charges and outcomes in computerized criminal history files. The grants can be used to computerize and upgrade criminal history records, link and send them to the national background check system, and help pay or lower fees for background checks for workers and volunteers of public, nonprofit, or qualified volunteer groups. A total of $20,000,000 was authorized for these grants for fiscal years 1999, 2000, 2001, and 2002. Starting one year after December 20, 1993, the Attorney General may cut up to 10 percent of a State’s allocation under title I of the Omnibus Crime Control and Safe Streets Act of 1968 if the State does not follow these requirements.
