The Librarian of Congress picks the Secretary of the Board to be the corporation’s executive director and can remove that person. The Secretary must have experience with film preservation and restoration, with managing money, and with fundraising. Other officers are chosen by the board, and other employees are chosen by the Secretary unless the Librarian made the appointment. Employees (including the Secretary) are not Library of Congress staff. They are hired and fired without the usual competitive service rules in Title 5. Their pay does not have to follow chapter 51 or subchapter III of chapter 53 of Title 5, but no one may be paid more than the annual basic pay for GS–15 under section 5107 of Title 5.
