Agencies must put every job they control into the right job class and grade by following rules from the Office of Personnel Management. If no rule fits exactly, they must be consistent with the published rules. If facts change, an agency can move a job to a different class or grade. Subject to subchapter VI of chapter 53 of this title, those agency actions set pay and personnel duties until the Office issues a certificate that changes them.
