Creates a World War II Memorial Fund in the U.S. Treasury and lets the American Battle Monuments Commission collect and accept donations for the World War II memorial. World War II memorial here means the monument authorized by Public Law 103–32 to be built on federal land in the District of Columbia or nearby to honor U.S. service in World War II. The fund will hold donations, interest, proceeds from investments and sales, surcharges from the World War II 50th Anniversary commemorative coins, licensing fees, and any amounts the Commission borrows under its borrowing authority. Money in the fund can be invested in U.S. government interest‑bearing securities chosen by the Commission chairman. The fund can pay for building the memorial, the maintenance and preservation amount called for in section 8906(b) of title 40, other non‑routine memorial expenses, and costs to protect or license marks, copyrights, or patents tied to the memorial. The Commission may borrow up to $65,000,000 from the Treasury to finish the project. Treasury sets the interest rate based on recent market yields; loans may run up to 20 years and interest can be deferred but will still accrue. Repayment must come from the fund. The Secretary of the Interior must count the borrowing authority as available money for completing construction even if the Commission has not borrowed. The Commission may accept volunteers and may reimburse incidental expenses, but volunteers are not federal employees except for certain injury and liability protections and rules when handling funds or federal duties. Construction authority from Public Law 103–32 expired on December 31, 2005.
