National governing bodies must quickly look at any request from a group or person who wants permission to hold an international amateur sports event in the United States or to send U.S. amateur athletes to compete overseas. They must give that permission unless they can show by clear and convincing evidence that the event would harm the sport and the requester meets the rules below. To get permission, the group must pay any fair, non-discriminatory fee. For events in the U.S., they must give an audited or notarized financial report of similar past events and prove they meet safety, medical, official, record, eligibility, and international-rule protections and have abuse-prevention policies. To send athletes abroad, they must give a report of the most recent such trip and a letter from the event host saying those same protections are met.
