An amateur sports group can try to replace the current national governing body by filing a written application with the corporation. The corporation must create rules for filing and handling these applications. If two or more groups apply for the same sport, their applications will be handled together. The application must be sent by certified mail and a copy given to the current governing body and any other applicants. The corporation will confirm it received the application. You must file within one year after the final day of the relevant international games: for sports in the Olympic or Paralympic Games the one-year period starts after the Olympic Games; for sports only in the Pan‑American or Parapan American Games, it starts after those Games. Within 180 days of getting the application, the corporation will hold a public formal hearing. It will publish notice in its main publication at least 30 days but not more than 60 days before the hearing, and it will send written notice and a copy of the application at least 30 days before the hearing to all known amateur sports organizations in that sport. Both sides can present evidence. The applicant must show by a preponderance of the evidence that it meets the certification criteria in section 220522 and that either the current body fails the criteria in sections 220522, 220524, or 220525, or the applicant better meets those criteria and can run a more effective national competition program. Within 30 days after the hearing, the corporation will either keep the current body, revoke its certification and leave the spot vacant, revoke and certify the applicant, or put the current body on probation for up to 180 days and tell it what to fix. If the body fails to fix the problems during probation, the corporation will revoke its certification and either certify the applicant or declare the position vacant.
