Creates a Director of the Museum who is the chief executive and runs day-to-day operations. The Chairperson of the Council picks the Director, and the Council must confirm that choice. The Director can be paid with nonappropriated funds. If paid with appropriated funds, the pay must match the basic rate for level IV of the Executive Schedule under section 5315 of title 5. The Director reports to the Council and its Executive Committee through the Chairperson and serves as long as the Council wants. The Director can hire people in the competitive federal service under chapter 51 and subchapter III of chapter 53 of title 5. The Director may also hire up to three other employees and set their pay, but not above the level IV rate. The Director must carry out the Council’s approved decisions and strategic plan and do other tasks the Council, its Executive Committee, or the Chairperson assign, as allowed by law.
