The Secretary of the Army can take back surplus firearms, ammunition, repair parts, or other supplies that were given for free to another country when that country no longer needs them. The cost to recover those items will count as extra direct costs for supporting the government corporation that manages them, and that corporation must repay those costs. The Secretary may make the corporation pay up front. Money paid up front will be handled differently from normal receipts and managed under the rules for that corporation. Recovered items can then be transferred to the corporation under the usual transfer rules and any extra conditions the Secretary sets.
