Pays a $30,000 bonus to an eligible active-duty member who first joined on or after August 1, 1986 and who has completed 15 years of active duty (or who is told they are about to). To get the bonus, the member must choose it in the form and time the Secretary sets and sign a written agreement to stay on active duty until they reach 20 years. The choice is final. The member can take $30,000 as one lump sum or in 2, 3, 4, or 5 installments ($15,000; $10,000; $7,500; $6,000). Later installments are paid on the earlier of the yearly anniversary of the first payment or January 15 of the next year. The lump sum or first installment must be paid by the first month that begins 60 days after the Secretary gets the election and agreement. The Secretary must notify each eligible member at least 180 days before they reach 15 years and explain how the choice affects retired or retainer pay under 10 U.S.C. 1401a, 1409, and 1410. If the member leaves before completing the agreed service, or later makes the election in 10 U.S.C. 1409(b)(4)(B), they must repay the bonus under the repayment rules in 37 U.S.C. 373. No new bonuses may be started after December 31, 2017, but payments for bonuses already awarded may continue.
