The Secretary of Defense can run pilot programs to try new travel and transportation rules for people authorized to travel by the Department of Defense. These tests must aim to save money or make government travel work better. They can try different ways to do and pay for travel, find ways to reduce how much travel is needed, or cut the environmental impact of travel. No more than three pilots can run at the same time. Each pilot can last up to four years and only happens if Congress provides money. The Secretary must send a report to the congressional defense committees 30 days before a pilot starts saying what it will do, how long it will run, and the expected savings or efficiencies. Within 60 days after a pilot ends, the Secretary must report the results and any recommended changes. The term "congressional defense committees" is defined in section 101(a)(16) of title 10.
