The Secretary must run a program that gives case management to help veterans who used to be homeless and are moving into permanent housing, and veterans who are at risk of becoming homeless. The help must include guiding veterans to federal, state, local, and Tribal resources. The program will use grants. Grant priority goes to groups that can provide the case management, especially ones that already ran transitional housing with funds from the Secretary. Extra priority goes to groups that stop getting those funds and turn a transitional housing building into permanent housing that meets housing quality rules. In areas where licensed staff are scarce, master’s-level social work trainees may provide services if supervised. Grant recipients must report on the services they provide.
