The Secretary may guarantee all or part of loans that qualify under this subchapter for transitional housing. No more than 15 loans in total can be guaranteed, and no more than five of those may be guaranteed during the three-year period starting on the date this subchapter was enacted. Each guarantee must be at least the amount needed to sell the loan in a commercial market, and guarantees may not total more than $100,000,000. Loans must be approved by the Secretary before they close. The Secretary must get advice from a qualified nonprofit or other experienced group (a nonprofit described in section 501(c)(3) or (c)(4) and tax‑exempt under section 501(a)). The Secretary may act before issuing formal regulations and may guarantee loans without waiting for prior appropriations. Projects funded by these guaranteed loans may accept unpaid volunteer work from eligible entities (see section 2011(d)).
