Lets certain service members sign up for school while still serving if they meet set service rules. It covers three groups who meet two-year and continuous-service tests and who would otherwise get basic education help but are blocked only by other rules. Group one joined or began active duty after June 30, 1985 and did not elect under 3011(c)(1) or 3012(d)(1). Group two was eligible under chapter 34 on December 31, 1989 and met the two-year rule. Group three finished two years on active duty after June 30, 1985 and stayed on active duty.
