Creates an Under Secretary for Health who is chosen by the President and confirmed by the Senate. The Under Secretary must be picked without regard to politics and must be chosen only for strong skill in medicine, health care management, policy, or health-care finances, and for substantial experience with Veterans Health Administration work or similar programs. The Under Secretary runs the Veterans Health Administration and answers directly to the Secretary. When the Under Secretary job is open or likely to open, the Secretary must set up a commission to suggest candidates to the President. The commission includes three people from clinical care or medical research and education, two veterans, two experienced health-services managers, the Deputy Secretary of Veterans Affairs, the chair of the Special Medical Advisory Group, and possibly one former Under Secretary if the Secretary wants. The commission must recommend at least three people. It gives its recommendations to the Secretary, who passes them to the President with any comments. The Assistant or Deputy Assistant Secretary in charge of personnel and labor relations serves as the commission’s executive secretary.
