The Secretary must offer counseling to certain veterans and service members when they ask. The help can include school and job advice, testing, and whatever other help is needed to pick a training or education goal, a school or training place, or a job goal that fits the person’s situation. Who counts as an individual: (1) people eligible for education benefits under chapters 30, 31, 32, or 33 of title 38 or chapters 106 or 107 of title 10; (2) people discharged under conditions other than dishonorable within the past year; and (3) service members on active duty in any State with the Armed Forces who are within 180 days of their expected discharge under conditions other than dishonorable. If a person is legally found incompetent, they must get counseling before choosing a program. The Secretary must also give up-to-date info about job and training needs and must notify eligible people about these counseling services when possible.
