The Secretary can pay to fix serious structural problems in one- to four-family homes that were inspected while being built by the Department of Veterans Affairs or the Federal Housing Administration. The Secretary can also pay owners’ claims from those defects or take title to the property. The owner must ask for help within four years (or a shorter time the Secretary sets) after the mortgage was made, guaranteed, or insured, and the mortgage must have been made/guaranteed/insured under this chapter after May 7, 1968. The Secretary will make rules for payments, the decisions are final and not reviewable by courts, and the money comes from the fund under section 3722.
