The Secretary may help organizations run recreational programs that help rehabilitate disabled veterans. The help can happen only if the programs are offered nationwide and a significant percentage of participants are eligible for rehabilitative services under chapter 17 of this title. The Secretary may also accept money or other help from suitable outside sources to support these programs. The Secretary can allow groups getting help, and people or groups who give a significant contribution, to use the VA seal, name, or symbols for approved program purposes. Any advertisement using those symbols must be approved by the Secretary and must clearly say the Department of Veterans Affairs does not endorse the product, project, or commercial line mentioned.
