The Secretary must make rules to set up an administrative process that lets people dispute whether a debt under section 5314(a)(1) exists or how much it is, even if the Secretary already took money for that debt. The process must be efficient, effective, and fair. The Secretary must set and follow time limits for handling disputes. The Secretary may not send any dispute that is pending to a debt collector as defined in section 803 of the Fair Debt Collection Practices Act (15 U.S.C. 1692a). This does not change the review steps in section 5104C(a)(1).
