The Department must have an advisory group called the Advisory Committee on Prosthetics and Special‑Disabilities Programs. The committee advises the Secretary about prosthetics and related disability programs, coordinates development, testing, and information sharing about prosthetic devices inside and outside the Department, and reviews program funding. The Secretary must consult the committee regularly. The committee must send reports on the prior fiscal year to the Secretary and to the Senate and House Veterans’ Affairs committees by January 15, 1993, 1994, and 1995; the Secretary must respond within 60 days. "Special‑disabilities programs" means programs for spinal‑cord‑injured veterans; blind veterans; veterans who have lost or lost the use of limbs; hearing‑impaired veterans; and other veterans with serious daily‑life incapacities.
